I feel the black and white picture is softer, more welcoming. You could even emphasize that with a few post-process adjustments.
The color photo is appealing - but two parts distract me. Th first is the intensity of the highlight on the top and (our) left side of her head. It continually pulls my focus to that portion, excessively for its importance.
The second is the blue haze-thing following a looping diagonal from the mid right edge to under her chin. The major effects are a deemphasized lower right corner, and an increased importance placed on her face.
Yes, that's good, but because the hair highlight is already so intense, the haze works with the glare to redirect my eyes up and left, landing again on that white. It unbalances the photo, and degrades my viewing experience.
